Uhmph.... Doesn't look all that nice to be honest.
If I give you a 'normal' interrupt build, I fear you will complain about not having the other crap, like Migraine there, so...

Distracting Shot
Migraine [e]
Make sure your Expertise Attribute is atleast 12.

all these are SPELLS. i dont see the reason why you are not playing a mesmer primary, which can still use distracting shot and kindle arrows (but theres so many better skills then those to interrupt with)

The reason you're having energy problems is you're trying to use mesmer interrupt spells which all cost 10e (unaffected by expertise) fueled by only 3 pips of energy regen and a lousy starting energy pool, with no skills in there for energy management.
If you're in love with those skills, run them as a mesmer primary with a couple inspiration skills to fuel your energy and you'll do just fine.
If you prefer to stick to your ranger, look to your ranger interrupts - Savage, Distracting Shot, Concussion Shot, Magebane Shot, Broad Head Arrow... the list goes on, and they're all much more ranger-friendly than any mesmer skill.

Hmm... why empathy? :S and why migraine? just bring broadhead arrow if you want your enemy to cast slower.
Swap out all your mesmer interrupts for ranger interrupts like distracting shot and savage shot, with decent points into expertise you should have no energy problems. You can also try to spread the dazed with Epidemic. And always try to bring distracting shot whenever you go out to kill things, or just questing even if you are not running a interrupt build.

Thanks for the tips so far!
I use Empathy so that I can do some damage against Warriors - otherwise, my damage against them tends to be fairly low.
The reason for Migraine rather than Broadhead Arrow is simple - I don't have Factions.
What I've done is moved a load of points into Expertise, swapped Kindle Arrows for Read the Wind, and swapped Power Spike for Savage Shot. At the moment, it seems to be working well, with energy management no longer a problem, but I'm still trying various ideas out.

Hmm I dunno if this has been suggested how about change the elite to Punishing Shot and change another skill for Frustration so you get the damage and interrupt.
